Estonia is divided into 15 counties, each of which is further divided into 10-18 communes. There are 42 towns, the largest ones are Tallinn (the capital of Estonia, pop. ca 408,000), Tartu (ca 102,000), Narva (ca 73,000), Kohtla-Jarve (ca 51,000), Parnu (ca 51,000), Viljandi (ca 22,000).
