Designed by John "Jack" Frost to specification X25 /40, which was issued in case there was not enough tugs available for the larger Horsa. Four prototypes were ordered, the first taking to the air behind a Whitley in January 1942. A total of 14 were delivered to the R.A.F. between February 1943 and March 1944. Further production was curtailed when the Waco Hadrian became available under lend-lease.
